नमस्कार,
ज्ञान प्रबोधिनी स्पर्धा परीक्षा केंद्राच्या त्रिदशकपूर्तीनिमित्त विविध क्षेत्रांत उल्लेखनीय कार्य करणाऱ्या आपल्या माजी विद्यार्थ्यांचे Good Practices Document साकारत आहोत.
प्रशासन म्हटलं की IAS, IPS, IFS अशा काही निवडक सेवाच आपल्या डोळ्यांसमोर उभ्या राहतात. मात्र प्रशासन केवळ याच सेवांपुरते मर्यादित नाही. आपण भरत असलेला कर गोळा करणे, त्याचे नियोजन करणे, सरकारी तिजोरीचा हिशोब सांभाळणे, तसेच Direct Benefit Transfer (DBT) अंतर्गत आर्थिक सहाय्य लाभार्थ्यांपर्यंत पोहोचविणे अशा २० हून अधिक केंद्रीय सेवांद्वारे प्रशासनाची महत्त्वाची जबाबदारी पार पाडली जाते. या सेवांमध्ये कार्यरत असलेले अनेक अधिकारी आणि कर्मचारी पडद्यामागे राहून देशाच्या प्रशासनात अत्यंत मोलाचे योगदान देत असतात.
आपल्या या मालिकेतील पुढील लेख अशाच एका अधिकाऱ्याच्या प्रेरणादायी प्रवासावर आधारित आहे. ते म्हणजे UPSC २००५ बॅचमधून भारतीय सिव्हिल लेखा सेवा (Indian Civil Accounts Service – ICAS) मध्ये निवड झालेले श्री. सतीश जाधव.
श्री. जाधव यांनी आपल्या २० वर्षांहून अधिकच्या कारकिर्दीत १५ हून अधिक केंद्रीय मंत्रालयांमध्ये तसेच नाशिक येथील करन्सी नोट प्रेस येथे विविध महत्त्वपूर्ण जबाबदाऱ्या यशस्वीपणे पार पाडल्या आहेत. भारतातील Direct Benefit Transfer (DBT) प्रणालीच्या प्रारंभिक रचनेत त्यांचे महत्त्वपूर्ण योगदान राहिले आहे. याशिवाय, त्यांनी शेकडो कोटी रुपयांच्या आर्थिक व्यवहारांची तपासणी करून त्यातील गैरव्यवहार उघडकीस आणण्यातही उल्लेखनीय भूमिका बजावली आहे.
श्री. सतीश जाधव हे सध्या केंद्रीय वित्त मंत्रालयाच्या व्यय विभाग (Department of Expenditure) अंतर्गत सह-लेखा महानियंत्रक (Joint Controller General of Accounts) म्हणून कार्यरत आहेत.
त्यांचा हा प्रेरणादायी प्रवास आणि देशाच्या आर्थिक प्रशासनातील योगदान आपण सर्वांनी अवश्य वाचावे, असे आवाहन आणि शुभेच्छा!

When we think of governance & administration, services such as the IAS, IPS, and IFS are often the first to come to mind. However, governance extends far beyond these services. From managing government finances and tax administration to implementing initiatives such as the Direct Benefit Transfer (DBT) system, numerous central services play a vital role in the functioning of the government.
Our next article features Mr. Satish Jadhav, a UPSC 2005 Batch Indian Civil Accounts Service (ICAS) officer.
Over a career spanning more than two decades, Mr. Jadhav has served in over 15 Central Ministries and at the Currency Note Press, Nashik, handling several key responsibilities. He played an important role in the initial development of India’s Direct Benefit Transfer (DBT) framework and has also led investigations into financial irregularities involving hundreds of crores of rupees.
Mr. Jadhav is currently serving as Joint Controller General of Accounts in the Department of Expenditure, Ministry of Finance, Government of India.
